Municipal lives for sidewalks and walkways (G2030)

30 municipalities in Ontario state a life for sidewalks and walkways as a whole, in 30 distinct tables: 15–80 years, median 37.5. 29 rows come from capital asset policies (accounting lives, used for amortization) and 17 from asset management plans (planning lives, used to forecast replacement). They describe the system rather than this component, and none is a measured life.

Open questions

  • HUD gives planning lives for US multifamily housing; the municipal rows are Ontario accounting lives. Neither is observed replacement data.
  • A municipal minimum standard tied to the statutory defence in s.44 of the Municipal Act, 2001; patrolling is a drive-by observation of the whole road, not a component-level inspection. Not an official version.
